There are two cruise ports on the island, one is Mahogany Bay. Everything you ever wanted to know about the cruise terminal is the web site here. There is a link to the gallery (pics) at the top, there is also a a contact page.

There are rumors only the ships guests who port at Mahogany Bay can enjoy the complex.

If this does not answer the question, please do ask another.

If you are on a ship owned by Carnival Corp. you will dock at Mahogany Bay.

If you are on NCL, RCL or Celebrity you will need to take a taxi if you want to visit Mahogany Bay.

Carnival Corp includes Princess, Holland America, Seabourn, Costa and Carnival Cruise Line.

If you want to go to the beach at Mahogany Bay you can walk, ride the chair lift ($$), use a scooter or wheelchair if you are impaired.

Per above ... on a ship under the Carnival Corp. umbrella you dock in Mahogany Bay so you are already there. :)

When the Dream docks at Mahogany Bay, is there a shuttle to take you to the beach area from the ship for mobility-impaired persons?

I believe this was answered in your earlier post. http://boards.cruisecritic.com/showthread.php?t=2245115 There is not shuttle per se, since you dock at Mahogany Bay. You could ride the flying chairs across to the beach, but you would have to take a wheelchair to the entrance to the flying chairs.

From the cruise ship to Mahogany Bay

OP.

The flying chairs as mentioned above will get your from the shopping area of the port to the beach and back. You may still need assistance getting from the pier to the chairs. There is an incline from the dock to the shopping area. If you are not bringing a cane, a walker or a wheelchair, I suggest you contact Special Services and see if you can reserve a wheelchair for use. On board your ship, you might ask at guest services what they can arrange. There is a small retention wall along the incline so, if walking you can stop or use the wall as a support.
