That's because for free beverage plan and for free specialty dining there is an 18% gratuity on each plan on the value of the plan. If you don't take those perks then you don't pay those gratuities. You have to pay the gratuities on the retail value of the drink package and the food package. You can split hairs if you want about the use of the word free, but you are not charged for the package, just the gratuities. The dining package is a "maybe", but the other perks that don't incur a gratuity are usually our choice. Free Service Charges, internet or other perks are what we usually take. I don't like paying the extra charge, but when broken down to a per day charge for the drinks it is quite a bargain to me.
