What's the upgrade to a 9C Premium Vista Balcony?

On the Carnival Valor which cabin categories are considered an upgrade to the 9C Premium Vista Balcony? I'm wondering if they consider the regular balcony cabins, any category in the 8s an upgrade.

Only suites are an upgrade to 9C cabins on Valor.

Usually, upgrades are only within the same numbered category - in this case, category 9. So an upgrade to a 9C would be from a 9B. That is not to say an upgrade from a category 8 cabin to a 9C would never happen but given the scarcity and popularity of those 9C's on Conquest class, it probably never happens. :(
