It is open to all no matter what stateroom you are in. Normally it is an adult (16+) area, but in inclement weather the Captain may allow a "family swim" time, often 5-7 pm but that can vary. Mostly it's just supposed to be a quiet(er) place and you'll see lots of people napping and resting there, so bar staff don't get a lot of business there normally.
