Dial whatever you dial to reach the number in the US.  I've never had to dial the extra "1"

Correct.  You need to go to settings and confirm wifi calling is turned on.  I also turn off cellular to avoid any charges

We have the internet package and use wifi calling regularly.  Configure it before you leave the USA - and make sure your phone has roaming turned off and it is in airplane mode.

If you're calling over wi-fi through an app, such as messenger, viber or Facetime (or similar) and your contact is also on the app then there's no need to dial anything, just select the person you want to dial within that app.

Wifi onboard is now more than capable of dealing with this time of calling.

And, again, this is not WiFi calling. This is using an app. You don't need the app with WiFi calling. You can use the app over the internet, but it's not the same as what the OP was asking.
