Can't have passengers on a direct repo between US cities due to the PVSA unless the ship includes the ABC islands or South America on the itinerary.  If their intention is to sail direct to the new home port that repo can't have passengers.  

 

San Juan has a waiver so repos that start or end in San Juan are currently exempt from the PVSA, no other US ports have that exemption.

The conundrum of sailing foreign flagged vessels.  Sailing down to the ABC islands from the Northeast means a longer cruise which are more difficult to fill since fewer people can or are willing to take two weeks of vacation for one cruise.  To fill the ship they cut rates. 

 

At some point they are better to cut their losses, sail empty but more quickly reach the new home port and then they can sail with normal revenue figures sooner.  

 

Being forced to sail 2021 cruises at reduced capacity amplifies the effect.

That may be true but the repositioning cruises from Boston at the end of October, have always been a great seller. Granted, it was filled with us older folks who don't have to worry about work 😊.  Of course, if they are held to sailing with a 1/2 full ship, that may also tilt the scales.

All sailings, repo or not, have been great sellers (108% avg capacity) but repos have some of the lowest per day rates of any cruise. Unlikely RCI will have revenue repos for a while.

Booked/Done last 9 of last 10 Boston-Florida Repo's. Agree, been running cheaper then was 3+ yrs ago, usually able score a good Military Discount offer. Older crowd with last few yrs at most 15-20 kids, many Solo passengers and has been running less then 100% capacity. Makes for nice, quite sailing with no crowds or waits. Only issue is use to be 13niter, then 12, last was 11...and now even the Oct 2021 was canceled last month.
