Cozumel Excursion Mask Requirement

Guidance on port of calls is fluid and depends on vaccination status and whether it's a Royal excursion or not. I would say wait until your sail date is close and call Royal.

A couple of weeks ago, Cozumel was in a Mexican state with the highest level of COVID in the country. When we were there, masks were required any time you were in public. They could care less what your vaccination status was. We were squirted with hand sanitizer 4 times from the time we left the gangway to the time we got on our dive boat (which was tied up just outside of security).

 

The locals were suppose to perform temperature checks and hand sanitization anytime you entered a store (even if it was a small stall/shop). 

 

When returning to the ship, we had to walk through a sanitizer mat (pool of sanitizer) to disinfect our flip flops before walking on the dock.

Also note that they had the several sniffer dogs out and were questioning people and confiscating contraband as you were leaving the dock. 

 

Also note, it was the same in the Bahamas. Masks required when in public. In Nassau, it was an immediate $250 fine for not having a mask on and the locals said that the police were targeting tourists. Repeat offenders are technically subject to imprisonment.

It has nothing to do on whether it is a Royal excursion or not. It has to do with the laws in the ports of call. The locals could care less about your vaccination status.

some local laws DO REQUIRE unvaxxed passengers to remain in bubble excursions.

I think the point was the local laws and restrictions are paramount.
 

Some extra restrictions have been negotiated between the local authorities  in certain ports and the cruise lines (like bubble excursions/testing) in order to allow the ships to dock at all. I agree these restrictions are fluid. 
 

Once you are on an excursion, independent or ship, you need to abide by local laws for the duration of the excursion, which is what the OP asked.
