When it feels like a sale to you (having the context of generally what prices are).

Cruise planner items best sales have traditionally been black friday.     

For cruises, I basically book when I see a cruise I want then watch prices and do a reprice if it drops.

There is no such thing. It's all luck of the draw for your particular sailing as to if a given sale gives you decent sale prices

We were fortunate enough to get coco key beach club for an unheard of $39.  That black Friday price was in 2020 for our December 2021 Symphony cruise.  Unfortunately, we were unable to port that day because of the weather.  However, we did get a refund and the Windjammer was free!

As well as booking when the schedule opens.
