It isn't except. Northern Ireland is not in the Republic of Ireland, it is part of the United Kingdom (of Great Britain and Northern Ireland).

Day Return (Adult) is €5.  Depending on your plans for the day, it may be worthwhile considering the Visitor Leap Card, which is mailed to you and costs €8 for 24 hours covering Dart, Luas trams and Dublin Bus (not hopon hopoff).
