I find this hard to believe.  How do they know what "you CAN spend"??

If you register your land casino players card with Ocean Players Club, they know.  If you have a Carnival credit card, they know.  Actually, since the internet is full of your personal data (those fake quizes, surveys, etc) plus every place sells your data and the casino marketing buys it, they know.

If that were true then everyone would be getting free room+funplay+DOUE offers. The offers you get has to be based upon level of play. Otherwise how do they determine who gets free room offers and who just gets DOU. Or who gets invited to Ultra cruises and who only gets Getaways or Premier.

A first time cruiser friend that sailed in January, had a limit of $20 a day for a five day cruise.  Had less than 100 points at the end, is getting offers with DOU-E now.  I get everything short of ECHO offers and get between 7000-12000 slot points a cruise.  It isn't onboard points.

Previous play and your casino record. Where else you play, what player cards you have, what you play, what level.

Casinos are competitors, but they share/sell customer data, unless you tell them not to, then you won't get the offers

There is no consistent method to ensure you get offers or don't get offers.   I don't have a casino players card anywhere else.  I don't gamble anywhere else and haven't for many years.  I got a couple of great offers back in 2015/2016 from Carnival and then mediocre offers for premier or ultra cruises until Covid.   When cruising started back up in fall of 2021- I got a "free" offer for their vaccinated only mid September Alaskan cruise.  Jumped on it.  Had more mediocre offers and booked a few cruises.  I have friends that cruise a lot and gamble a little more than I do. They had the great "free" rooms with drinks and free-play and booked a ton of them.  I was jealous 🤣 but glad for them.  Then in the fall of 2022 I received a series of great offers for this year that all include free rooms and DOU everywhere, but only for me- not for a guest.  Various levels of free play, depending on the room I book.  I booked those like crazy for this year!  But my play just doesn't vary much and isn't too impressive.  Casino offers are unpredictable.

The question I have is that I just booked a DOUE offer, but nowhere in my record or email confirmation does it state this offer....how can I be sure that the offer is recognized?

Anyone have any advice??

You can go to the Ocean Players Club web site and click on "Contact Us". There is an option there for "Verify Casino Offer" where you can provide your cruise details and they will email you back with the perks you have for that cruise.

Casino comps do not show on Carnival's website. You have to reach out to the casino as @kennystwin detailed.

My wife and I always get the free room and DOU in the casino offers but we are about to sail our first DOUE for both of us cruise. The offer was hers and included a free balcony, $200 obc, $200 free play, and DOUE for her and 1 companion. This was limited time sail again offer after we returned from our last cruise. During that cruise we both had a $500 casino budget. I spent my entire $500 plus free play and had just over 16k points by the end of the cruise and left the cruise with ZERO winnings. I got an Ultra offer with DOU in the casino. My wife spent her $200 in free play plus $180. She cashed out twice to give our daughters some money to play with and left the ship with $1600 in winnings and accumulated a little more than 36k points. We estimated that before giving the money cased out to our daughters to play on, my wife was about $2200 net gain at the casino. The casino also comped her a bottle of wine at dinner the last 2 nights of the cruise and a free dinner at the steakhouse for our party of 5. Considering that we both usually spend about $1500 a piece in the casino this is by far the least amount either of us have dropped in the casino and the most points either of us have earned on a single cruse. Given that she either got the offer because of points or possibly net gain and they want a chance to get their money back this cruise, I say point accumulation due to DOUE could mean less time spent in the casino. I spoke with a gentleman on our last cruise that cruises 4 times a year in a free suite with DOUE but he also drops about $5k at the tables every cruise so he is a guaranteed net gain for the casino on those offers.

We've gotten quite a number of free cabins and DOU in the casino over the last few years. Of all the offers we've gotten, I believe only 2 of them included DOU everywhere. But, those 2 offers were at times where we couldn't cruise. Carnival knows our cruise schedule and those offers were to try to lure us into cruising when we normally wouldn't.

Of course, this is just a working theory. Who knows how Carnival sends out offers...

Being the OP, here's an update for us:  One of us has managed to find our way into DOUE, but only for VIFP, not for a companion.  In June, we played ALOT in the casino, on a 6 day, down mostly, sometimes FAR down lol.  But then made most of it back, and dropped the cash at Guest Services (yes - most of the bank roll was charged to the room).  By the time we left, losses were probably under $900.  Now I'm thinking we should have waited to pay the tab until off the ship.  Otherwise, we would have had a hefty charge, looking like we lost a lot.  But maybe it doesn't matter since you have to cash in your chips anyway, who knows.  We'll probably go that route next time and see what happens lol.
