PV: $15 all you can eat seafood buffet behind Walmart?

Someone from a previous cruise told me about a fabulous $15 all you can eat seafood buffet behind the Walmart that's across the street from the cruise pier.

 

But I couldn't find it.

Any help?

I don't know about any buffet back there, but I've heard the best street food is there.  Have never tried it though everyone recommends it.  Even the taxi drivers.

The only place I know of that fits the description is Chang Sheng Buffet King. It does have a lot of seafood options, it is cheap and it is "behind" Walmart/Sam's Club. It was my go to cheap Chinese buffet when I was spending extend time in PV when my parents had a home in PV.
