Become elite on back to back?

Yes, you should.  If your change of status is not acknowledged prior to the end of your first leg, go talk to the Loyalty/Events person to ensure that they recognize the change.  Btw, it sounds like the Future Cruise Office is taking over (or has taken over) the Captain Circle duties onboard the ships.

I would check your travel summary first to see what level the 2nd leg shows. If it doesn’t show elite then I would inquire with the loyalty manager (if they still exist) or guest services after you board

I hit Elite on a cruise last year that was booked as one cruise but could have been booked as a B2B. At the end of the first segment I got a letter from princess indicating my Elite status but I never asked for the bar items. But I did receive the discount for excursions and the free laundry. The free laundry was great on a 22 night port intensive cruise.

Yes, on the second leg as long as it was booked as two separate trips and not one big one for example two 7-day cruises versus a 14 day. You will automatically be rolled in as an elite for the second leg then. Enjoy your new perks!
