If I obtain a NCL Mastercard and utilize this card building up WorldPoints, can I utilize these WorldPoints on Oceania cruises for things like OBC or cruise discounts?

While Oceania (and Regent) belong to the same consortium as NCL, they are independent operations.
Each “loyalty”’program operates without recognition of each other’s perks.

Further, as a general rule, the "points" obtained from cruiseline-branded credit cards are a poor return on your spend.  You will get far better return from other cards, starting off with simple 2% cash-back rebate cards.  And leveraged points through bank cards (Amex, Chase, Citi, CapOne) that give you transferable points.

In addition if you use those cruiseline points to get a discount on the cruise, you are also reducing the amount on which you will earn new points.

Crunch the numbers for yourself.  You'll see that it's a bad deal.
