I agree it's better if they give a heads up to the occupant.  But...

There is implied consent that housekeeping will be in and out. There is no implied consent for other people to be entering my space without some form of notification. Hotels notify you. Apartment complexes notify you. Resort management notifies you. It's not too much to ask that cruise ships notify you.

How was your safety and security compromised? I suggest you read the cruise contract the next time you book a cruise, you sound very uninformed.

Our only reaction was to say "Oh, good, they're touching up the varnish on the railing." I then opened the door, thanked the maintenance crew member for the good work he was doing, and asked about the drying time.

No one was in your cabin who does not have 24/7 access to it anyways. You were not endangered, so your “sense of safety and security” was never affected. Laying into the staff over something minor is a bit unhinged.
