No, a space with no roof is not considered "enclosed" for purposes of Gross Tonnage calculation.  If there was a roof, and the aft end was enclosed up to that roof, then, yes, the GT would be greater.

Thanks for your quick response.  I figured if anyone knew the answer, it would be you.

The Fantasy class was retired not because of size (Spirit class is basically the same size and they're all still with us), not because of age (Sunshine is older than several of the now scrapped Fantasy ships and she doesn't appear to be going anywhere). But because they have limited suite and balcony options. I don't know how much longer Elation and Paradise will be around, but when they do go it won't be because of age or size - it'll be because Carnival wants to sell balconies and suites, and those ships have very few of them.

Royal Caribbean has said that their next class of ships will be about the size of Voyager or Liberty Class. So they are going back to the drawing board with medium-sized ships now. Carnival seems to be about a decade behind Royal as of late in trying to compete with ship size so maybe the trend will shift more toward smaller ships rather than continuing to continually attempting to one up their previous builds.

Very interesting, Royal is trying to get ahead of the curve or lock in  lower prices now. Nothing stops Carnival from ordering both classes of ships at the same time. Per the article, if true, both shipyards are selling hard for work to take them into the 2030s Carnival will get a great deal  (even floor mats thrown in, and of course extended warranty LOL) on the Icon class competitor and Conquest/Spirit replacement class.

Looks like this order ended up being for NCL instead

No...

Carnival aim to take delivery of the first 2 ship of their new class at Fincantieri in 2028, with a 3rd in 2029 and a 4th in 2030...

NCL's new ships are on order for 2030, 32, 34 & 36...

As another person posted, the NCL order has no effect on the possible Carnival order. As they pointed out the timing of the NCL order actually more than likely confirms that the Carnival order is coming.
