I thought it was for the navy I don't think Vanuatu has a navy, only some police patrol boats. It's to be an industrial wharf. They have been through a tsunami and two cyclones in recent history. And with the jiggery pokery of problems going on in Sydney Harbour I BET they finish the project and resolve their issues before we ever do. I thought it was for the navy I heard the new wharf is for the bigger cruise ships and also so they can have two cruise ships in at the same time, when they don't need it for cargo ships.
