Industry rates, travel agent rates, (sometimes) casino rates do not qualify. Usually all other retail rates do qualify. A last minute drop n go type of rate is a retail rate and does qualify. I do not understand the situation either I booked GOFARE and have been told this does not get the obc but it is not complimentary - special TA or anything just an advertised fare on lots of sites that I grabbed. I cannot see that the exclusions you mention apply to the OP. I doubt that "anyone cruising on a reduced-rate" means a special price offered to the public. It is more likely to mean the "Family and Friends" deal available to cruise line staff to bring their own family and friends. The other exclusions are self-explanatory. Kevin used a private message on Facebook to P & O and got a reply within 4 hours that it had been applied (also got a new invoice showing that) We have booked other times with P & O & never had this problem.
