They should work at all bars, but occasionally people report a specific bar that won't honor the voucher.

It's both: all you want inside PLUS 3 outside.

As mentioned, it depends on the ship. The OP asked about Harmony, and Ken posted that the Bionic Bar and Rising Tide Bar are excluded.

 

There may be different exclusions on other ships. For example, you CAN use your vouchers on the Rising Tide Bar on the Oasis and the Allure.

 

If any ship still has a Champagne Bar, sometimes that is excluded.

 

There have been random posts that say they have been able to use them in the MDR, which is supposedly excluded.
