I don't think you can order delivery to a different room by phone, but you can certainly hang the tag on whichever room you want the breakfast to be delivered to.

Since when was there a charge for room service? and what do they now charge?

The room service fee has been in effect for a few years now.  It only applies to orders between  between 11pm and 6am (the hours listed on Edge are until 5am, so go by whatever the menu says).  The current fee is still $4.95 AFAIK.  I believe you don't have to pay that fee if you're in a suite.   

 

There were rumors that Edge would be charging for room service but that didn't happen.
