Apparently they handle the transactions according to how soon your cruise is. The farther out, the longer you wait. They are posted relatively close to sail date.

During the monthly billing cycle the points are listed as pending. At the close of the monthly billing cycle the pending points become available.

They become available before the bill is paid.

 

I got a 0% for 18 months deal, charged our cruise, and then redeemed the points for OBC.

They take FOREVER to post your OBC. I redeemed points in April for our Sept Harmony and they still are not posted. I think it is nuts that it takes that long. Should post as soon as you redeem, not wait until it is close to your cruise.
