Holland America - are ties mandatory with jacket?

We'll be sailing to the Caribbean on the Zuiderdam (Holland America).  We are first-time cruisers.  My husband HATES wearing a tie.  If he wears a nice collared shirt and sport coat, will this be acceptable for formal night or the upscale restaurants, or will he be rejected without a tie?

Definitely do not need the tie. I'm not sure that he even needs the jacket as it is now a Gala night not a Formal night.

HAL had a dress night until 2015.I had to wear a tie every day when I was working.I do not miss it.I have not worn one on a cruise in 4 years.

Gala Nights for men are slacks (not jeans) and a collared shirt.  You will see some Tux and some jackets and ties but in the Caribbean you will see about 50% in slacks (Think Dockers) and a collared shirt.

He can not carry the jacket either. It’s not necessary.
