I think it depends on when you purchase the package.  If you buy online in the cruise planner ahead of time, it should be printed on your card.  If you buy it on the ship it is likely going to be a sticker since your card would have already been printed up.

Cruise on Voyager from Singapore in March 2019, purchased Package well in advance, sticker on seapass.

 

Upcoming cruise on Radiance from Sydney, Set Sail pass has DX printed on it.

 

Like many things with Royal Caribbean, it appears to be a bit random....

Also, if there is a problem with your pre-printed cards, when they print new ones, it will need the sticker.

 

But my experience is that they swipe the cards, so it doesn't matter if it is on the card or not.

Actually, I had to have a card reprinted on Symphony last month (bartender returned the wrong card to me) and it printed the drink package on the card again.  But Symphony might have the most up-to-date/advanced tech on it.
