For the June X restart, do you think US will still require neg. test to return by then?

So with their insurance, if you go directly to the ship or disembark(it would be considered intransit) and go directly to the airport no insurance will be mandated. But, if you arrive a day early or stay an additional day there will be an insurance mandate.

Yes unless you need a PCR test and not an antigen test to re-enter whatever country you come from.

You are confusing two different issues.  What a cruise line requires (for a cruise that embarks from outside the USA) is a cruise line issue and perhaps an issue of the embarkation country.  The CDC requirement for a negative COVID test (Antigen is good enough) is enforced through the airlines.  The current way it works is that unless you have a negative COVID test within three days of a flight back to the US you are not permitted to board the flight.  There is no reason to think that the CDC is going to change the policy in the near future.  

 

That being said, getting an Antigen test is not a big deal.  The cruise lines might provide the test onboard or it might be available upon disembarkation.  In some places like Mexico there are even testing facilities at many airports and Antigen results are usually available within the hour (sometimes within 15 min).  The US Government also requires that everyone flying back to the USA complete an Attestation Statement where you certify, under penalty of law, that the negative COVID test you submit is real,  Here is the actual language:

 

" I attest that I have received a negative pre-departure test result for COVID-19. The test was a viral test that was conducted on a specimen collected from me during the 3 calendar days preceding the flight’s departure."

 

There are no exceptions and this has nothing to do with the cruise lines.  Before you board a flight from St Maarten or the Bahamas you will need a negative test and that attestation statement.
