True, no matter what they write, it has always been available for gratuities.

 

Also, if you have both refundable and non-refundable OBC (for instance shareholder's OBC is non-refundable), they will use the nonrefundable OBC first.

I cancelled Oct. and rebooked for July 2022. New price was much higher and lost $200 OBC from cancelled cruise. New cruise was B2B with $500 OBC on each leg.

You may or may not lose your OBC but will likely be rebooking under new terms. Guests cancelled during the shutdown were getting $600 OBC once to rebook and was carried over subsequent cancellation/rebookings.

It would depend on what the original OBC was from.  If it was part of a special rate you booked, then no.  If it was the incentive they were giving not to cancel then it should.  It just all depends.
