What is the harm of being tested?  It sounds like you are afraid of testing positive.  Isn’t it better to know that you are negative or positive?  We are getting our own tests twice before we get the ship’s test just to be sure we are negative.  Knowledge is power.

Well said.  Knowing your own health status allows you to better manage your own health and the decisions you make, and it also protects others.

If you test positive you will be escorted from the ship on arrival to a quarantine hotel where you will stay locked up until you test negative. If you don't take the test and are staying in the US, you can go home even if infected. Risk is yours.

I disagree. You will be ASKED to quarantine. Neither Regent nor Medcon has the authority to force you to do so. I am not convinced that the US government does either.

I would also think you can choose where you want to quarantine if an authority with the legal right to enforce it showed up at the pier...they cannot make you go to a certain location. Lots of uncertainty in all this and I am certainly not suggesting that anyone put anyone else at risk...just that we all understand our rights and the laws we live by.

And how will you get home? Will you get on a commercial airline flight and knowingly expose all the other people on the flight? 
 

At airline check in, even for domestic flights, you are asked to self attest or confirm that you do not have an active infection (for which you have not yet completed the required isolation or quarantine) and are not awaiting test results.

The Federal Government pursuant to CFR 42 parts 70 and 71 does have the statutory ability to require quarantine.  Also note Titles 8 and 42 of the U.S. Code.  U.S . Customs and Border Protection and U.S. Coast Guard Officers are authorized to enforce said regulations. 

 

State, County, Territorial, and Tribal law is unique to the aforementioned entities.  States have police powers to "protect the health, safety and welfare" for person within their borders.
