Despite all the testing and pre cruise requirements passengers are being taken off our current river cruise right now. We're tested every day.  It's not very comfortable knowing we might be put off the boat any day. 😐

AFAIK, yes, with a couple of asterisks:

1. Some cruise lines are using testing at the terminal as the only required pre-embarkation test
2. Some cruise lines accept proof of a positive test AND a doctor's note saying that you've recovered and are fit to travel in lieu of a test

You should check the web site for whatever specific cruise line you want to sail on to see what their particular policies are.  It's not just one generic policy.
