 We will be going on our first post Covid shut down cruise in November.  Is it necessary to sign up for an arrival time in Port Everglades if you have elite status?

Not really.  I do it anyway, in case they make any changes…lol

It usually opens on the App about 59 days before sailing.  Not always, but

Yes, not always, guys.  It was 59 for our Regal cruise in October, but not yet open on the Island and we are under 59.  More like 56 now.
