I would doubt it would be super low as most sell out at full price

On my upcoming cruise, they were requesting bids for an Owner’s suite and none of them are available for booking.

It would be foolish for them not to take bids just because suites were sold out. The point of the system is to maximize profits. Cancellations can and do happen; taking bids for sold out categories means that when those cancellations happen (especially last minute when it would be difficult to resell the cabin), Princess is able to accept an already placed bid and immediately increase their profit.
