Does the ESCAPE stay on time in Port Canaveral (Eastern Time) OR do they change the ship times to local timefor different ports if applicable?

It depends on when you travel.  If going to the Caribbean and the US is on daylight time ( like in the summer) there is no time change the rest of the year there is a 1 hour change.

Every cruise I have ever been on uses local time when in port.  Which is a good policy because most smartphones will adjust to local time automatically.

The ship’s time is changed to match local time in port.

On the current runs from Port Canaveral ,the clocks have been changing the first sea day moving one hour forward and on the last day after Great Stirrup Cay one hour back.

Up to the captain to decide.  Sometimes they won't change if its just for 1 port.
