Can a 19 year old drink beer?

Not entirely true.  My daughter turned 21 on a Carnival cruise, this was in 2017.  Because she did not start the cruise over 21 she would not be served by bartenders.  I did order her wine or an after dinner drink in the dining room. The waiter asked if she was 21, she was at that time, so she said yes, and I agreed.  That was good enough for him.

When we went on Norwegian with our oldest son they allowed parents to sign a form to allow 18/19/20 yo's to purchase beer and wine. He had just turned 18 so we signed the form. He liked neither, which was fine with me since he would be departing for college later in the year. Found out he does like whiskey, so go figure.
