Can you use your Wi-Fi allowance on more than one device

You can use one allowance on different devices by sharing via Bluetooth if you want to use them at the same time. Otherwise you can log off from one device and in on another.

We bought one 'economy' package on the first sea day [saved around $15 as opposed to buying on embarkation]  and used it for our two iPads.

Yes if the other device is logged in when you log in with the second you will be asked if you want to disconnect the other device - if you answer yes you may want to have checked with the other half first 🙂 We shared one device between 2 laptops and 2 phones
