I was wondering which dining venues are opened on embarkation day?  Thank you

On our last sailing on the Pearl, the only places not open were the specialty dining and main dining rooms (which were open after the ship departs).

  Summer Palace ( an MDR) deck 6 aft;  O,Sheehan,s; the Buffet; The Grill ( deck 12) are all open for lunch. Summer Palace doesn’t open till noon, so if you board at 11:00 you may have to wait a bit. Also, sometimes they’ll have grills going on deck 12 offering hot dogs, hamburgers, etc. But not always. Everything else generally opens shortly after sailaway. Happy Cruising!

I recommend going to Summer Palace to have a leisurely lunch while you are waiting for the cabins to be ready. You will likely have time to explore the ship after lunch. 
 

Here is a screenshot from the daily on 12/09/2023 with the times the restaurants were open. Boarding began at about 11:15am for our cruise.

A MDR is always open at noon on embarkment day.

We really liked Lotus Garden for dinner.  Went there three or four times a few weeks back.

Lotus garden is really good.  Great calamari

When we boarded the Pearl in 2022, we went straight to O'Sheehan's and had a drink and lunch before the cabins were ready.

That's what we did on the Pearl in November.
