Go to guest services and ask for a break down of what is REFUNDABLE and what is NON-REFUNDABLE. Guest Services will give you the REFUNDABLE OBC without the 5% surcharge. Otherwise, yes, you can cash out the remaining OBC in casino for 5% surcharge.

There is no fee to cash out from your Obc in the casino. Basically when you go to the casino and want to draw on the Obc it's just as if you were making a purchase on the ship. I have done this on every cruise and there is no fee. If you draw against your credit card then there's a fee from the casino and your credit card company

That is curious. We have always been charged 5% if wanting to take OBC at the casino. My husband paid for $500 OBC pre-cruise, and he was advised that taking it out would cost him 5%. So, he won't bother with doing that again! OBC from any entity other than RCI is refundable, but you will probably have to wait for the last day of the cruise to get the cash from Guest Services.

This is incorrect. There is most definitely a fee for drawing on your OBC in the casino.

We have always experienced a fee regardless if we had OBC or not.

 

If you are a member of the RCCL Player's Club, the fee is waived. Perhaps that is the reason for no fee.
