The answer- ATMs in the country you are traveling to. The exchange rate will be the lowest, fees generally will be the lowest. There are some variables- bank you use, etc, but a 5% reduction from getting Euros in the US is pretty standard. You could save almost 15%, depending on bank and method of getting the Euros. Standard safety recommendation- use ATMs physically inside a bank or other business, or before you pick up your luggage. These are the safest. If you're talking about AAA, it's generally acknowledged on these boards that their exchange rate is terrible.
