CBP clearance usually involves paperwork dealing with passports, and passenger "horse power" The HAL shipboard contact is the Port Paper Officer or PPO

I remember visiting a friend who was sailing on her from New York on an Eclipse Cruise (don't recall the Summer date).  Immediately upon boarding the ship, one could smell the olive oil aroma that the Galley used.  Visiting his shared 4 berth "stateroom" in the forward part of the ship with the smallest bathroom I have ever seen on a ship, I wished him "Bon Voyage".  (Our first cruise was aboard Rotterdam V in an outside, double berth cabin with one of the MDR's on the other side of the corridor walls.  Not the "lap of luxury", but a good deal better than his cabin on the Olympia.)  Returning, he said he enjoyed the cruise, but his main purpose was to experience the Eclipse at sea and photograph it.)
