Does any know if Open Dining is the same as My Time Dining? Also on The Nieuw Statendam what time is Open Dining? Thank you

It’s the exact same.  You will likely eat on deck 2.  Line up when you are ready to eat or make reservations ahead.  (Think you can reserve 2 days ahead for a specific time.)

Open, aka Anytime, on most ships is 5:15 to 9:00, but don't know for certain that those are the hours on NS

It is also referred to as Open Seating.

 

You can reserve for 3 days at a time during certain hours.  The person at the Podium can inform you of those hours.

 

Sometimes you are taken to the 3rd level of the dining room.

Every cruise line has their special term for open seating dinner.   HAL's official term is "As You Wish Dining".

Note that if you want to make a reservation, you can't reserve any time. You can reserve very early, like 5:30, and then later, like maybe 8:00. The exact time limits seem to vary from ship to ship, but if you want to eat at a middle time like 7:00, you won't be able to make a reservation. You'll have to just get in line.
