O life shore excursions

Is Oceania still sending out the personalised brochure with details of the tours prior to the cruise. If so when can I expect to receive a copy ?

After you pay the deposit, you will receive a PDF file via email from your TA or Oceania with the details of the shore excursions. You can also log in to your Oceania account, click on Manage Account to view the details. 
They do not send anything by snail mail.

Not that it matters much, but why not just book that tour in the first place? Seems easier to me.

I think they are talking about the "Blue book" 

Just guessing though
