Booked a cruise yesterday (8 Dec.) and selected the Princess Plus option. Gratuities are still at $14.50 PP/PD.

The suggestion went up . It's not a  requirement to pay what's suggested it is still at the passengers discretion and can be adjusted at guest services.

Only if you have the standard fare. Gratuities can not be adjusted with plus and premium fares.

Possibly one  reason for the change to the term "crew appreciation"? Should just label it crew compensation and be honest about it.
