Is there a fee for this?

None at all; just added to your shipboard account which you pay at end of cruise.  $400 per segment and you can work it that both of you can get the $400 per segment.

What would the credit card T&C have to do with it if it goes on as any other shipboard purchase?

Because a cash advance is not a purchase.  If the cruiseline is honest and describes the cash advance accurately to the credit card issuer, interest on the advance should start accruing immediately when posted to the card.

A Regent, cash advance and a credit card cash advance are different. The credit card cash advance is actually a loan on which interest accrues until you pay it back. The credit card company cannot charge interest on a Regent cash advance since they are not the source of the funds. Charging interest would be illegal. Only Regent could charge interest on the cash advance, but they do not do so.

Another aspect to this policy is that if you have a refundable credit at the end of the cruise, you might want to take it in cash.  Otherwise, the credit will be refunded to the original credit card used...and you'll have the miles/points earned taken away.

You can get cash advance on your room bill; earn points or miles.  No need to cash check.

What points and miles are people talking about?

I think many or most of us use credit cards that earn airline miles or points.  Many cards are associated with a specific airline while others may earn points which can be transferred to multiple airlines or used to purchase tickets directly.  Especially given the high costs for cruises, these points/miles can add up.  Bottom line is that if a credit card earns something based on the amount you spend, they'll reclaim that bonus for any  refund made to the card.

Yes, I have that kind of card, but that's irrelevant to my initial question about check cashing. I just want to be able to obtain cash on board without incurring a fee.

Then you can get up to $400 cash per segment fee free. The amount will be charged to you credit card you registered when boarding. But the ship will not cash a check for you.

Yes. I'm on the Voyager right now. I asked at the desk and they said up to $400 to the room account, no fee. After that, 5% fee. There is an ATM in the casino that has a $7.99 fee. I don't anticipate needing that much. Nice to know what the situation is. Got spoiled on Crystal. They used to cash checks up to $1000 no fee.
