Cheers drink package tax question

We are thinking of purchasing the Cheers drink package. I read that taxes will be charged when ship is in US. Does this mean if you order a drink when the ship is docked in US (e.g, prior to sailing, and docked in a US port such as Catalina Island), you will be charged taxes on the drink?

Any time you are in US Waters, Uncle Sam will get his due.

You will be charged sales tax on any cocktail purchased.  Whether you purchase CHEERS or not does not affect whether you will be charged sales tax.

Sales Tax rate for Long Beach is 10.25%.

Sales Tax rate for Catalina Island is 10%.
