Your daily gratuity charge includes all wait staff. No extra restaurant tip is required or expected. Every cruise line (as is the case with any/every business in general) has disgruntled customers. That said, I trust you'll find the percentage on Oceania to be quite low. And, what is a leisurely "course by course" dining experience in an intimate setting may last considerably longer than some folks are used to or prefer.
