Can anyone confirm this “Coast Guard Orders Carnival Magic to Dock After Report of Large Fight”

Apparently there is only one source who lead a story about the fight, and within the story, Carnival disputes the title.

 

The NYPD initially described the incident as an emergency docking, but Carnival said in a statement that the stop was scheduled all along.

People on board have said they were scheduled to dock there, so it was planned, but they docked ahead of schedule.   So technically, you could argue they were required to dock earlier due to the fight. 
"Forced" might be stretching it.

I was on the Carnival Magic and get off this morning, our cruise left NY last week on June 20 and we arrived on schedule 8 days later today June 28. Later today the Magic will be leaving NY on its June 28

I've cruised out of Manhattan once on a 4 night Bermuda itinerary.  I sail on the 7 night itinerary out if New York in August.  I don't see this altering my plans one bit. I hang out on Serenity and Casino... may be a bit more careful on Serenity if people are being moody. Other than that... the countdown to sail date is getting ready to begin.

Even the one "news" outlet that has run the story did not claim anyone "ordered" the ship to dock.  And, anyway, until the ship docks, and to a large extent, even then, what happens on the ship is under the jurisdiction of the flag state, not the port state.

When i was getting off the ship, i seen both Coast Guard and NYPD police department onboard the ship along with ship security. What part does these agency's do in whatever investigation that goes on? do they help out the flag state?

The Captain and by his authority, the security team onboard, represent the law enforcement of the flag state.  If a US citizen files a complaint with NYPD or USCG (FBI), then they can investigate the incident, and make arrests on the ship (with the Captain's concurrence), or off the ship in the terminal.  Serious crimes that happen on the ship against US citizens can be prosecuted in the US.  The overlap between port state and flag state jurisdictions is one of the largest gray areas in maritime law.
