Is it practical to return it to a Manhattan location, such as Dollar at 263 W 52nd St or Avis at 153 W. 54th St and use cab or Lyft to the cruise port? You might have to pay a bit more for a drop off different from your pick up point (presumably EWR) but it would be a lot easier (and probably cheaper over all) to drop off in Manhattan and taxi to the terminal. If you were to drop the car at EWR you could take NJ Transit to New York Penn Station, which isn't very expensive nor far from the cruise terminal, and you can take Uber/Lyft or taxi from there.
