As stated in the terms and conditions. It used to be a $9 limit. 

 

One (1) complimentary specialty coffee, soda or alcoholic beverage with a value no greater than $10.00 + gratuity at Seaday brunch. On ships where brunch is not available, complimentary beverage at Breakfast or Lunch in Main Dining Room.  Alcoholic beverages may only be consumed by adults of applicable legal drinking age.

Turns out they filed my cheap cappuccino as my free drink.... 😀

That's how it works. If you have the credit available, it will automatically be used for the first thing that qualifies - no change given.
