Do diamond members definitely get 24hrs free each?

I wasn’t sure if Royal had this benefit?

Would the voom surf be sufficient for what’sapp video calls?

Yes, each Diamond member definitely get free 24 hours

There are a lot of variables on whether surf will be enough for video conference calling.    

depends on the ship, location, weather, etc.      

Personally, if I plan on doing any type of work, video calls, etc. I get surf n stream.

You forgot # of users and an extra etc.  😛

 You can only get the discount pre-cruise by calling Royal and doing it over the phone. 

 When I did it shipboard, instead of purchasing for the six remaining days, I only had to purchase 5 days and the 6th one was free.

Also keep in mind that the 24 hour period isn't necessarily midnight to midnight, unless you want it to be. If you start it at 11:00 AM on Monday, it will end at 10:59 AM on Tuesday.  So if you time your usage periods strategically, you can have internet access for a good portion of four days.

Check with your phone carrier too - we have Verizon, and it's only $10 a day to add an international plan for once on land. We only pay for the days that we activate it - if we miss a port or decide not to use our phones, there's no charge.
