The muster drill videos are under the “safety” tab on the app. You can do everything there once you are on board the ship. There is no “free” internet Wi-Fi, but you can use the app on board by selecting “use without internet” when you connect to the ship’s Wi-Fi network sign in screen.

On our last 10 cruises  since January, the videos have not gone “live” (so you can actually check off the little boxes that confirm you have watched the video) until about a half hour after we boarded.

All of ours we've been able to watch it the morning of before boarding, including just this past April.  We literally watched it, got in our car and drove to Baltimore, boarded and went straight to the muster location.

Two cruises in January, one in February, two in April, one in June, two in July, and one in September across 4 different ships - Wonder, Serenade, Mariner, and Grandeur, and while we were able to watch the videos before boarding, we could not validate that we had watched them on any of those cruises until about 30-60 minutes after we boarded. YMMV

That doesn't change our experience (EN in April).  We were able to.  Sorry you couldn't.
