Most Luxurious Cruise IN Europe ..

In addition to the lines mentioned by CruiserBruce, there's Crystal. Also, the longer cruises in the highest level suite on some of the mid-range ships (Oceania, Cunard, Azamara, etc.) could out-price the lowest level prices on the more expensive lines. It all depends on what you're looking for. The National Geographic cruises are some of the most expensive I've seen, but they probably don't do much in Europe - mostly more exotic locations.

Is cost/luxury really your main criteria for choosing a trip, or are you just curious?

Are you asking about Europe based cruise lines like Le Boreal and L'Austral where English is a second language? I am not familiar with cruise lines based in Europe. However, if you are looking at cruise lines such as Regent, Silversea, Seabourn or Crystal, the per person fare runs from about $5,000 per person for a one week itinerary to upwards of $40,000 per person. All of these cruise lines include tips, alcoholic and non-alcoholic beverages. Some include airfare and/or excursions while some give on board credits in an amount that will cover some excursions. If you would like more specific information, just ask.

Or, are you asking about cruising IN Europe, like on inland waterways/rivers?

If you're just looking for a cruise in the Med or Baltic, any of the luxury lines are luxurious. As for price, unless you give us more information as to exactly what you're looking for, there's no way to tell you a price, as there are too many variables. The length of cruise, location of cruise (some itineraries are more expensive than others), type of cabin and things like that all have an impact on prices. But you can expect to pay anywhere from $3000+ to more than $35,000 for a luxury cruise in Europe.

The highest rated cruise ship every year is Hapag-Lloyd Europa. She has no equal. EM

This is my feeling as well but it mainly caters to those from Germany and other parts of Europe. Other than this one for cruise lines the ones to look at would be Crystal, Seabourn, Silversea and Regent all of which are Luxury Cruise Lines.
