Unable to use "Quote" feature

I have been unable to use the "Quote" feature on CC since I finally was able to get get back on CC after something happened and I could not sign in.  I am now signed in only because CC help sent me a link to try and there was a log-In box with that screen.  I used it and now I am again signed in, but the screen has never been fixed.  Since that event I now no longer can use the "Quote" feature.  If I click it, the page just moves to the top.  I contacted CC help last week, but nothing has changed so far.

 

I am just wondering if this is just me or if others are having a similar issue not being able to use the "Quote" feature

Quote feature not working.

 

select and copy works.
