I'm pretty sure that Royal Up winners don't get suite benefits -- just the bigger room.  

If they win, they will get suite perks.  Since they booked a JS, they already have the extra C&A point, so that is not an issue in this case.

Yes you pay gratuities and yes you get all the suite benefits.  You're not supposed to get double points but it does happen.

 

I got 42 points for a 7-day on Explorer in January... single cruiser during the post-restart double point promo with the suite bonus points.  

 

And just because nothing's available to book now doesn't mean it won't open up later.  I got a $240 upgrade from a balcony to a grand suite three days before departure.  But that was post-restart when ships weren't sailing full yet.

The OP is booked in a JS, which earns them the extra points for a suite (whether they remain in the JS or RoyalUp to a full suite).

A handful of grand suites are available online so likely would get one of those if I did. Smaller balcony but would get access to suite lounge and suite sun deck. We get free drinks in the casino when they're open being prime so drinks in the suite lounge aren't that big of a deal.

The spacious aqua suite also wasn't showing as available for my upcoming cruise on Allure, but low and behold I won my bid today. Keep in mind people have to cancel for a myriad of reasons, don't just rely on what the rccl.com site shows as available.
