OBC is credited to your Sea Pass account, whatever charges you incur onboard will be reduced by the amount of credit you have. Grats are charged to your Sea Pass. You cannot specifically designate OBC to pay for grats only.

Example:

10 day cruise @ $13.50 per person $270

Bar tab 400

Total: $670

OBC -350

Final Bill $320

I was told by Celebrity themselves and confirmed at Passenger Services that if the on-board credit was not used it would not be refunded. That was the fact on that cruise.

It depends on the source of the OBC. Cruise line OBC offered as a promotional perk for booking is generally non-refundable, but Travel Agency OBC is refundable, if not used. The cruise line will deduct from your non-refundable OBC first. I believe with Celebrity the OBC is flagged on your cabin folio as OBN (Non refundable) and OBR (Refundable), but not absolutely certain.

I believe you are correct. I had a large OBC last cruise - combination of Celebrity and Agent OBC's. I asked the cashier about whether it was refundable. She gave me a copy of my statement and explained which was refundable and which was not.

She also explained that they use the Non-Refundable one first. Unfortunately really didn't have to worry about it as I used both up.

OBC use in the casino is subject to a service fee

That used to be the case when you could get cash from the cage from your OBC. They no longer allow you to do that. If you have OBC and you want to get credit for use in the casino it either get's loaded on your seapass card for slot credit or they give you promo chips which can't be cashed in. Only your winnings can be cashed in, the credit must be "lost".

In these cases there is no service charge.
